Ukrainians investing in land plots for private development are pushing prices higher.

In the first half of 2025, the number of plots for individual real estate development offered for sale increased significantly. Specifically, in June the supply grew by 39% compared to the end of 2024. Meanwhile, price trends in the first half of the year remained stable, with a slight increase in hryvnia value and minimal changes in US dollars. The regions with the largest increase in value and transactions are those with developed infrastructure and considered relatively safe.

In spring, the average price for a hundred square meters of land for development was about $2,500, slightly higher than December 2024. Kyiv has the most expensive land for development. In June, the average price offer was about $11,000-12,000 per 100 square meters. The Odesa region ranks second, with prices between $5,500-5,600. High prices are also observed in western and central regions with developed infrastructure. As an example, in Transcarpathia the average offer price is about $2,300-2,400 per hundred square meters, while in the Lviv region, it’s $2,260. The lowest prices are traditionally in the northern and central portions, which are less economically active and near the war zone. In the Chernihiv, Sumy, and Poltava regions, the average price ranges from $800-900 per hundred square meters.

It is expected that in the second half of the year, the land market for individual development will continue moderate growth.
