Ukraine's permanent representative to the UN calls on Merz to transfer 150 Taurus missiles and 30% of German aviation to Ukraine.

Former Ambassador of Ukraine to Germany and now Permanent Representative of Ukraine to the UN Andriy Melnyk has urged future German Chancellor Friedrich Merz to enhance his country’s assistance to Kyiv.

According to Melnyk, the new German government can achieve a breakthrough in Ukraine’s victory this year by implementing five steps within 100 days:

  1. Adopt a decision to allocate 0.5% of GDP (€21.5B) for Ukraine’s defense annually, totaling €86B by 2029.
  2. Introduce similar obligations for the EU (€372B) and the G7 (€181B), creating a general fund to support Ukraine amounting to €550B.
  3. Provide Ukraine with 150 Taurus cruise missiles.
  4. Transfer 30% of the Bundeswehr’s aircraft fleet (about 75 fighters and 40 helicopters) to Kyiv as part of a comprehensive loan under the Lend-Lease law. A similar 30% rule could be applied to other German weapons systems, particularly armored vehicles.
  5. Confiscate the frozen €200B in Russian assets for Ukraine’s reconstruction, provide military security guarantees to Kyiv, and ensure Ukraine’s accession to NATO and the EU by 2029.
