Ukraine's Ministry of Development has attracted €3.55B from European partners.

The ministry, following the results of URC2025, signed agreements, memoranda, and joint applications to attract funds totaling €3.55B.

In particular:

  1. Five agreements were signed for over €370M.
  2. Six memorandums were signed for approximately €379.3M.
  3. Four joint applications were announced, one announcement of grant funding was made, and one approval was received to allocate funds totaling €232.7M.
  4. A memorandum was also signed with the Italian Ministry of Foreign Affairs on insurance coverage of up to 100% for banks on export credits for an amount of up to €1.5B.
  5. 10 agreements were signed between the EU and development banks for financing areas of recovery, municipal infrastructure, energy, heat supply, transport, and business support, totaling €929.3M.
  6. Separately, the ministry-initiated consideration of the allocation of €140M from the Council of Europe Development Bank has resulted in €80M in compensation to displaced persons for lost housing, and €60M for preferential mortgage loans under the Housing for Veterans program.

Within the framework of URC2025, Ukrainian communities and regional administrations signed several partnership agreements with European companies, regions, and organizations for almost $200M. One notable example is that the EBRD signed several agreements with Ukraine to provide over €65M in loans to Ukrainian cities for the implementation of municipal infrastructure projects.
