Ukraine’s industrial post-war recovery will occur with eco-modernization and emission reduction.

The Ukrainian Parliament adopted the draft law, On Ensuring the Constitutional Rights of Citizens to an Environment Safe for Life and Health. The legislation will enable the implementation of European Directive 2010/75/EC and launch the processes of eco-modernization and post-war industrial recovery using the best available technologies and management methods currently operating in Europe.

According to the Minister of Environmental Protection, Ruslan Strilets, the launch of the reform will significantly reduce: the distance between Ukraine and the EU on the path to European integration, industrial emissions in the face of growing economic indicators, risks for enterprises to lose competitiveness in European markets, and risks of not finding financial resources for recovery.

Among the key provisions of the draft law are rules for regulating industrial pollution unified with the EU, simplifying the permitting procedure and introducing integrated environmental permits, and launching an electronic permit system.
