The President of Ukraine, Volodymyr Zelenskyy, and the Presidents of the European Council, Charles Michel, and the European Commission, Ursula von der Leyen, signed Joint Security Commitments between the EU and Ukraine. The new agreement significantly differs from the bilateral security agreements that Ukraine signed with NATO countries. Even though Hungary refuses to support Ukraine, all EU member states unanimously agreed to sign the agreement.
Important provisions of the document concern Ukraine’s receipt of funding from the European Peace Fund. In particular, the agreement states that “the Assistance Fund for Ukraine under the EPF adds another €5B for 2024.” The money should be allocated for the provision of further military aid. At the same time, additional annual contributions can be provided until 2027 according to Ukraine’s needs.
The President of Ukraine also signed similar security agreements with the President of Lithuania, Gitanas Nauseda, and the Prime Minister of Estonia, Kaja Kallas.
