According to Deputy Minister of Economy Oleksiy Sobolev, the management concept for strategic state enterprises that are not subject to privatization is planned to be established during 2024, and the list of such companies will be determined after the approval of the Property Policy and the privatization strategy. This may amount to 100-115 companies. According to Sobolev, the remaining state-owned companies will be liquidated or privatized.
Sobolev also noted that there are different ideas regarding the management of state-owned companies, ranging from the absence of any centralization of management with a singular orientation on the Property Policy to centralized management. In particular, the deputy minister said that consultations are underway with the EBRD and the IMF, and work is also underway with the State Holding Agency of France, which owns most of the country’s state-owned companies with a capitalization of tens of billions of euros, including energy companies.
