A lack of raw materials and long production cycles prevent the West from adapting projectile production to Ukraine’s needs.

Ukraine plans to allocate ₴739B for weapons procurement in 2025, focusing on a transition to long-term contracts.

This year, Prime Minister Denys Shmyhal announced a historic budget of at least ₴739B ($17.5B) for Ukraine’s weapons production and procurement program. He highlighted that the emphasis will be on purchasing Ukrainian-made weapons.

“One of the main requests from defense enterprises in this regard is the establishment of long-term contracts for the production of weapons and ammunition. The Ministry of Defense, the Ministry of Finance, and the Ministry of Strategic Industry have been tasked with addressing this issue. The first three-year contracts were signed last year, and this year, the goal is to make three- and five-year contracts standard for weapons and military equipment manufacturers,” Shmyhal stated.

In 2025, the Ministry of Defense’s priority will be to produce long-range weapons, mainly focusing on developing cruise and ballistic missiles, missile defense systems, and control systems for anti-aircraft missiles. It has been noted that utilizing long-range weapons, especially to disrupt Russian logistics, is crucial for diminishing the military capabilities of the aggressor country.
