Ukraine has fulfilled another IMF beacon: a reformed GTS Operator.

The EU has declared independence from Russian energy resources, and gas prices have broken a psychological low.

The President of Ukraine, Volodymyr Zelenskyy, signed a law that optimizes the structure of the Gas Transport System Operator of Ukraine (OGTSU). These measures are provided for in a memorandum with the IMF. The document introduces an improved corporate management model for the OGTSU. Thus, ownership of the company will be transferred to state administration (represented by the Ministry of Energy) by joining the company, Main Gas Pipelines of Ukraine, to the GTS Operator of Ukraine.

The appointment of the OGTSU’s first independent supervisory board is also expected, which will be responsible for appointing the head and members of the OGTSU’s executive body. In addition, the law establishes safeguards that ensure the fulfillment of Ukraine’s obligations regarding the reform of the corporate governance of the OGTSU.

USAID will help with the corporatization of the company under the USAID/UKaid project, Reforming State Enterprises in Ukraine (SOERA).
