For two months, these countries have been negotiating the conclusion of an international multilateral agreement on creating a compensation commission. Unlike courts, this administrative body will not require a high evidence threshold. Thanks to this, consideration of compensation claims from citizens, businesses, and the state will take place more quickly than it might in other venues. The committee will consist of assessors, commissioners, experts, and lawyers who will review the applications. Another critical component of the mechanism is the creation of a joint compensation fund, which should be based on Russian Federation assets that have been frozen and confiscated.
