Ukraine expects to sign a memorandum by the end of 2022 on the provision of  €18B in macro-financial assistance from the European Union in 2023, Prime Minister Denys Shmyhal said. There are conditions related to corporate governance reform, the introduction of OECD principles, the continuation of anti-corruption reform, decentralization reform, judicial reform, etc. Ukraine has the prospect of receiving this €18B and expects to receive at least another $10B from the US. “We are also working with the IMF and can receive a broad financial program by the end of the first quarter,” Shmyhal added. The prime minister emphasized that this money will enable Ukraine to cover the total 2023 budget deficit of $38B.
