From December 1, 2023, alternative rules for determining the origin of goods will be introduced bilaterally between Ukraine and the EU. In particular, the agreement foresees the appearance of new terms in the Harmonized System of Description and Coding of Goods, including “interchangeable goods” and “maximum content of materials originating from third countries”.
The list of goods obtained in the countries participating in the convention has also been updated. The use of only two documents for proof of origin, instead of four, is envisaged: the EUR.1 certificate and the declaration of origin (excluding EUR-MED documents), simplifying the procedure for proving origin.
In addition, the validity period of documents on origin has been increased from four months to 10. The mechanism for granting the status of an authorized (approved) exporter has also been simplified.
