On January 24, the US State Department paused most foreign aid programs for 90 days. USAID representatives were ordered to stop all projects related to Ukraine. These include projects in health care, education, and to benefit civil society. Economic programs for energy infrastructure development will also be under threat. The State Department plans to review these decisions within the next 85 days. American diplomats asked that the ban not extend to USAID’s activities in Ukraine.
However, the Pentagon has given its assurance that the pause in the provision of international aid does not apply to Ukraine’s military support programs. Thus, contracts concluded by the Biden administration to produce weapons for Ukraine under the Ukraine Security Assistance Initiative remain in effect.
Trump’s decree also does not affect the supply of weapons from US warehouses under the PDA program. Funds from the Foreign Military Financing program were exhausted in May of last year. President Zelenskyy and the National Security and Defense Council of Ukraine confirmed this information.
