The US has presented Russia with a ceasefire plan: What does it involve?

US President Donald Trump’s special envoy Steve Witkoff delivered a proposal for a ceasefire in Ukraine to Russian dictator Putin, in agreement with European capitals. This initiative marks the peak of the Trump administration’s policy toward Moscow and includes several concessions that favor Russia, without proposing a complete peace settlement. The American plan suggests a ceasefire without a legal resolution to the conflict, a freeze on control over occupied territories for 49 or 99 years, a gradual lifting of sanctions, and the potential for re-engaging in energy cooperation with Russia. However, the plan lacks guarantees that NATO will not expand, which is a key Russian demand, and it does not call for ending military support to Ukraine, which reportedly didn’t face objections from Moscow. Statements from European leaders indicate that an agreement might be near. Notably, Polish Prime Minister Donald Tusk observed signs pointing to an end of the war, and Czech President Petr Pavel hinted that losing a portion of its territory might be acceptable to Ukrainian in order to maintain sovereignty. Polish Foreign Minister Radosław Sikorski cautiously acknowledged the possibility of resuming energy cooperation with Russia after the conflict ends.
