The state of emergency takes effect on February 24 for a duration of 30 days in 22 regions of Ukraine (all except Donetsk and Luhansk) and Kyiv. The state of emergency includes a ban on holding mass rallies and strikes, changing the residence of conscripts and reservists, the operation of amateur radio transmitters and radio-emitting devices, and the production of information materials that could destabilize the situation in the country. In addition, Kyiv called up some of the country’s military reservists and urged all Ukrainians to leave Russia as the world braces for the possibility of a broader conflict, with little sign that Russian President Vladimir Putin was ready to stand down the 150,000 troops massed on Ukraine’s borders.
