The state budget has received $20.2B in revenue so far this year: Where did most of these funds come from?

The Ministry of Finance reported that the largest revenues were from international partners and domestic state loan bond (OVDP) issuance. External financing amounted to $13.8B, and the largest donors were:

  1. The European Union with $8.5B
  2. Japan – $2.1B
  3. Canada – $1.5B
  4. The IMF – $881M

In June 2024, the amount of external financing increased thanks to the EU’s €1.9B tranche received through the Ukraine Facility. Bond income was the second largest funding source for the state budget and brought in $6.4B. In June, the Ukrainian government attracted the equivalent of $1.4B from issuing government bonds.

Since the beginning of the full-scale invasion, Ukraine has received more than $87.4B in international aid, and generated more than $29B from the issuance of OVDP.
