The OSCE does not consider Belarus a participant in the war against Ukraine.

 The OSCE does not consider the Republic of Belarus a participant in the war in Ukraine, although it acknowledges that Russia is using its territory to wage war. “Although Belarus allows Russia to use its territory to attack Ukraine, the mission believes that as of April 1, it is not a party to the international armed conflict, as it does not directly commit violence or other acts that would directly involve individuals in hostilities,” related to Belarus.
