The OSCE believes

Secretary General of the Organization for Security and Cooperation in Europe Helga Maria Schmid believes that the Russian Federation should remain a member of the organization for the time being, as the OSCE will, in time, again need communication channels. At the same time, she emphasized that the Russian Federation attacked Ukraine and is the aggressor in this war. These actions trample such fundamental principles of the OSCE as state sovereignty, territorial integrity, and the prohibition of violence. However, unlike the Council of Europe, the OSCE does not have a suspension mechanism that could be used to exclude Russia.
