The Ministry identified 50 key corruption risks and has developed countermeasures to prevent fraud. The risks relate to the reconstruction process, public procurement, management of state-owned enterprises entrusted to the ministry, and abuses in road transport.
One of these risks is influence on the establishment of the project list for reconstruction using money from the Fund for the Elimination of the Consequences of the War. According to the ministry, this can be countered by introducing clear priority criteria for such projects.
Another risk associated with reconstruction is the potential for abuses in public procurement. In this regard, the ministry plans to introduce new methods of public procurement procedures and change the mechanics of concluding contracts. Counterparty checks will also be carried out. The list of risks also includes potential abuses during property management.
Currently, the Ministry of Reconstruction manages more than 100 state-owned enterprises, and for the sake of transparency, the ministry plans to implement clear criteria for appointing managers.
