According to the new sanctions package, the EU will expand cooperation with third countries to prevent sanctions circumvention. If the efforts do not achieve the desired result, the European Council may expand sanctions to even include a third country as a last resort.
Also, the new package will increase restrictions on the transit and export of goods that may be used by Russia’s military-industrial complex, particularly on dual-use goods and technologies.
The eleventh package prohibits access to EU ports and locks to any vessels that engage in ship-to-ship transfers to restrict deceptive practices that have been used to import Russian oil.
The council also banned Russian oil from traveling to Germany and Poland through the Druzhba pipeline. This will not apply to oil originating in third countries but going through the Druzhba.
