The EU has criticized China’s proposed action plan to settle the war in Ukraine. Beijing does not appear to distinguish between the aggressor from the victim, putting the parties on the same level, believes the head of EU diplomacy, Josep Borrell. However, he noted that the EU will analyze the proposals. The White House has a similar position regarding China’s initiative. Jake Sullivan, the US president’s national security adviser, said that Beijing’s initiative does not consider the positions of all parties, so it will be difficult to implement. “China proposed this plan without holding a single conversation between President Xi Jinping and President Zelenskyy,” Sullivan pointed out. He added that the Chinese often communicate with the Russians but do not speak with the Ukrainian contingent. Therefore, it is difficult to promote a peace initiative when such one-sided diplomacy is practiced.
