The EIB has developed a program for the green restoration of damaged buildings in Ukraine with a budget of €230M.

“The program of energy-efficient restoration has been fully calculated, its budget is €230M, of which the pilot phase is €30M. We will work comprehensively with entire houses,” EIB representative Oksana Remiga said, adding that within the framework of this project, there is already an agreement with Germany to provide a grant in the amount of €3M.

“Experts are ready to start developing technical documentation in parallel with how the Ukrainian side will complete all procedures,” said Remiga.

The beneficiaries of the project will be municipalities. The EIB has already completed all of the necessary procedures to begin the pilot stage and can begin as soon as Ukraine signs the agreement. There will be a tender procedure for communities to access projects in the future.

However, Remiga reported that the most affected municipalities, especially in need of restoration, cannot assume loans and money for these projects must be provided as subventions. This is one of the points that should be regulated soon.
