The EC assesses the progress of 10 states on the path to EU membership.

The opening of negotiation clusters with Ukraine is expected in 2025. On October 30, the European Commission adopted the annual package of measures on EU enlargement, which contains a detailed assessment of the state of affairs and progress achieved by Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, Georgia, Moldova, Ukraine, and Turkey.

The EC noted that opening accession negotiations with Ukraine was “an important recognition of Ukraine’s determination to carry out reforms on the path to EU accession. Provided that Ukraine fulfills all conditions, the Commission expects to open negotiation clusters, starting with the main ones, as soon as possible in 2025,” the EC noted.

Ukraine has completed all the steps that the EC listed in its 2022 opinion on granting our state EU candidate status. Despite its progress in fundamental reform, Ukraine needs to focus on further building a solid law enforcement track record in high-level corruption cases and the fight against organized crime.
