Players of the Ukrainian electricity market have accumulated more than ₴60B in debt.

The total debt between various energy market participants exceeds ₴60B, said the Chairman of the Board of Ukrenergo, Volodymyr Kudrytskyi. “Market participants owe us for electricity transmission, system dispatching, and in the balancing market. Accordingly, we cannot meet our obligations in full,” he explained.

Kudrytskyi called the incorrect operation of the Public Service Obligation (PSO) mechanisms and the significant underfunding of Ukrenergo tariffs as the reasons for debt formation. In particular, the company had to attract green bonds to cover debts under the PSO to compensate for the green tariff.

At the same time, the state company does not agree with the amount of the ₴30B debt owed to the state enterprise, Guaranteed Buyer. He clarified that the National Energy Market Regulation Commission is working to introduce a mechanism to transfer the debt to the Guaranteed Buyer and begin paying it.

This year, the Guaranteed Buyer paid ₴19.7B to RES electricity producers. As of September, the percentage of payments made to green tariff producers for 2023 is 52.34%.
