PACE adopts a resolution on peace in Ukraine.

The Parliamentary Assembly of the Council of Europe (PACE) adopted a resolution, Europe’s commitment to a just and sustainable peace in Ukraine, which is the main document to emerge from the 2025 winter session on Ukraine. The document emphasizes the principle of “peace through strength” and underlines that peace negotiations are possible only if Ukraine has a strong defense capability and is provided with adequate security guarantees. Any negotiations should take place with Ukraine’s participation and with respect for its sovereignty.

The Parliamentary Assembly also stated that Russia is waging a war not only against Ukraine but is also mounting hybrid aggression against other European states. In this regard, PACE emphasizes that a just and lasting peace in Ukraine is key to protecting the entire European continent.

Separately, the resolution calls for the creation of a comprehensive compensation mechanism and a special tribunal to hold Russian and Belarusian leaders accountable for their crimes of aggression against Ukraine.

The resolution also calls for strengthening sanctions against the Russian Federation and its allies.
