Disputes have arisen over how best to guarantee Kyiv’s security before it can join the Alliance. According to Reuters, the Western allies agreed that Kyiv will not be able to join the Alliance during the war.

The allies are currently working on a mechanism for bringing Ukraine closer to NATO without extending membership. The US and Germany are wary of moves that could bring the Alliance closer to full-scale war with Russia, which sees NATO’s expansion into Eastern Europe as evidence of Western hostility. If the Allies do not show unity by reaching agreements ahead of the July 11-12 summit in Vilnius, Putin will stage a political and propaganda coup.

Options for Kyiv’s long-term support currently under discussion include continued supplies of the latest weapons, ammunition, and equipment. It is also proposed to take the agreement between the US with Israel as a basis for a similar arrangement with Ukraine, according to which NATO countries will provide fixed military assistance for a long period.
