Far more Russians have fled abroad than have reported to the military since Putin announced a mobilization to bolster his faltering invasion of Ukraine. Defense Minister Sergei Shoigu said more than 200,000 people had been conscripted into the army since Putin’s September 21 order for a partial mobilization. However, in the last week, more than 200,000 Russians have escaped to neighboring Kazakhstan alone, according to the central Asian country’s interior minister. Georgian authorities said almost 69,000 Russians had arrived from across the border, while nearly the same amount crossed into the EU. In total, about 400,000 Russian citizens have left the country in the last two weeks.
