The Geneva Center for Security Policy has issued a document detailing how a ceasefire could be monitored and enforced along the over 1,200-kilometer frontline. The document was previously shared through a confidential channel among American, Russian, and Ukrainian experts.
It recommends establishing a buffer zone that is at least 10 kilometers wide and assigning 5,000 civilians and police to patrol it. Approximately 10,000 foreign troops may be necessary to provide security for these observers. The observers are tasked with reporting on compliance with the ceasefire and whether heavy weapons have been withdrawn to an agreed distance from the buffer zone. The mission is expected to operate under a UN mandate.
The document also outlines the involvement of international observers with a joint commission made up of Russian and Ukrainian military personnel. Through this commission, both sides could hold each other accountable and resolve related issues such as prisoner releases, demining, and the establishment of civilian corridors.
