It is too early to talk about the state budget deficit in 2025, and the government is looking for additional funding.

Finance Minister Serhiy Marchenko said that it is too early to talk about the extent of next year’s budget deficit because everything will depend on the intensity of military operations. In addition, the ministry is making calculations and looking for the best options to provide for budgetary needs for the defense and security sectors.

Marchenko notes that Ukraine has already received $11.8B in external aid from partners out of the $38B required this year. He is convinced that Ukraine will receive the rest by the end of the year, provided the necessary reforms are implemented and relevant laws are passed. According to the minister, this will make it possible to cover social and humanitarian expenses completely.

In his turn, the head of the government, Denys Shmyhal, gave his assurance that the Cabinet of Ministers is not currently considering raising taxes. At the same time, he confirmed that the government will appeal to the parliament for additional funds for the security and defense sector.
