According to Defense Minister Rustem Umerov, this is how these funds will be allocated:
- A portion will be used to purchase Ukrainian-made long-range weapons. This year, the plans is to produce a significant number of these systems, which will be promptly supplied to the Armed Forces of Ukraine; the first samples could be delivered in a few weeks.
- Ukraine signed a contract with Diehl Defence to produce IRIS-T air defense systems and associated missiles, with a total value of €2.2B.
- Germany will also finance repair facilities in Ukraine, creating a joint venture among the countries’ defense companies.
- The country has agreed to fund a substantial portion of satellite communications in Ukraine and will support the Ukrainian military communication system.
- Germany will additionally finance the purchase of Ukrainian-made medical equipment.
- The country will continue supplying ammunition to the Ukrainian army. In addition to the artillery shells already announced for 2025, further ammunition packages will be provided for various systems, particularly for key air defense systems.
- Germany will transfer land weapons and small arms to Ukraine.
- Ukraine and Germany have also established new agreements for joint drone production, which may cost approximately €400M.
