Foreign investors entering Ukraine's reconstruction market will bring their own specialists; this will increase the cost of projects.

The Ukrainian construction industry suffers from a shortage of personnel, so developers have started to raise salaries. Experts note that “attracting migrants was and still is standard practice, but since the beginning of the war, this has significantly decreased, and currently, there is no large-scale foreign labor influx. But companies are calculating the possibilities of attracting migrants both from nearby countries and from more distant countries of Asia and Africa.”

The Ukrainian Union of Industrialists and Entrepreneurs draws attention to the fact that large foreign companies entering Ukraine’s reconstruction market will import their own specialists and make such projects more expensive.

“Therefore, you should approach each case individually, first, consider who is financing it. If a significant part of the funding comes from the state budget, then we are in favor of creating jobs among our citizens. If the lion’s share of financing is funds from foreign investors, or companies, etc., then perhaps the involvement of their specialists is justified,” noted the President of the Union, Anatoliy Kinakh.
