Ukrainian banks predict that, with favorable economic and military conditions in 2025, about 40% of all mortgage loans issued under the eOselya program may be used in the primary housing market. The program will remain as the primary mechanism for mortgage loan origination.
Experts note that during 2024, thanks to the systematic reorientation of the state lending program to focus on the primary housing market, the share of loans issued for purchasing housing in new buildings under construction increased by 700%, from 3% in January to 24% in December. At the same time, the share of ready-made apartments on credit from developers also increased from 21% in January to 37% in December.
“Last year, we predicted a significant increase in mortgage transactions in the primary market, and our forecasts came true. Despite difficult economic circumstances, such as accelerating inflation, in 2024 the number of mortgages issued exceeded 8,500 for a total amount of over ₴14.6B, the best indicator in more than two years of the state preferential mortgage program,” bankers note.
