European banks are providing Ukraine with funding to support housing for internally displaced persons and restore critical infrastructure.

Consequently, Ukraine will receive €50M from the Council of Europe Development Bank (CEB) to finance a preferential mortgage program for families of internally displaced persons (IDPs).

“These funds will enable approximately 1,100 IDP families to secure affordable housing by 2025,” noted the Ministry of Community and Territorial Development.

This marks the second phase of Ukraine’s collaboration with CEB under the Housing for Internally Displaced Persons project. It is expected that IDP borrowers will be able to obtain housing loans at a fixed rate of 3% per annum for up to 30 years, with a minimum down payment of 6% of the cost of their chosen housing.

Additionally, Ukraine will receive €200M from the EIB to restore water supply, heating, and social infrastructure damaged by the war. Two agreements have been signed:

  1. The first allocates €100M for the restoration of water supply and sewage systems.
  2. The second provides another €100M for the repair and modernization of water and heating facilities, along with housing and social infrastructure.
