German Chancellor Merkel arrives in Moscow tomorrow to meet with Russian President Putin. Undoubtedly, the leaders – one from each end of the Nord Stream pipeline — will adopt pious poses and assure the naïve that Russia is not – and will not – use energy as a weapon. That is hard to believe when Gazprom pinches the gas hose, sending EU gas prices to their highest levels in memory.
