In the commercial world, if a company hires an employee for an open position, HR does its best to match the experience and qualifications of the applicant with this position. If a bank is looking for a financial adviser, they will never hire a doctor for this position, as they would not be qualified to undertake the required duties. It seems clear now that we should not expect much progress with newly appointed Ministers.
