. “We can guarantee that the system will be operational by the summer season,” EU Commissioner for the Internal Market Thierry Breton said Thursday. Available in paper or digital form, it will certify that a person has been vaccinated against COVID-19, tested negative, or recovered from an infection. A QR code will ensure that certificates can be read through the 27 countries of the EU. The European Parliament is expected to vote on the measure this week.
