An insurance broker predicts the opening of Ukraine’s skies in early 2025.

Ukraine might launch the first flights from three cities by the end of the year.

Flights from the Ukrainian airports, either Boryspil near Kyiv or in Lviv, may resume in January 2025, said a senior partner at insurance broker Marsh McLennan Crispin Ellison at the Kyiv International Economic Forum.

“We have five or six airlines that would like to start operations,” he said.

Ellison noted that it would be easier to provide insurance mechanisms for aviation if planes start flying from Lviv, but President Zelenskyy insists that the airport in Boryspil should be opened first. However, the initial focus is on the Lviv airport because it is a seven-minute flight from Poland. Ellison added that passenger planes would need at least $750M in insurance coverage. He also stressed that the final decision on authorizing flights would depend on the performance of air defenses and the security situation.

“I keep saying that Lviv is much safer than Tel Aviv,” he said.

According to Ukrainian SkyUp Airlines, to resume flights it is necessary to ensure flight safety, proper insurance, and a clear definition of responsibility.
